
President CEO
Growing up in Stockton, Phil’s earliest memories include getting haircuts, grabbing family dinners, and riding his bike around the Center, long before he ever joined the team. Since joining Lincoln Center in 1991 and being named President and CEO in 2005, Phil has treated the Center as his own, guiding its evolution with creativity, care, and a focus on community. For Phil, Lincoln Center isn’t just a place of work, it’s home. He loves hearing neighbors call it “my center” and takes pride in helping local businesses thrive, and generations of families make memories here.

Vice President of Operations
Kelly joined Sims-Grupe Management in 2012 and oversees operations across the properties, including tenant relations, leasing, maintenance, construction management, and tenant improvements. As asset manager for multiple properties with more than 150 tenants throughout the Central Valley and Idaho, she keeps everything running seamlessly behind the scenes. A Lodi native, Kelly lives in Stockton with her husband, David, and enjoys spending time with her three adult children, Joey, Chris, and Lauren, and her grandchild.

Chief Financial Officer
Becky joined Sims-Grupe Management in 2019 as Chief Financial Officer, bringing more than 20 years of finance and accounting experience to the team. She manages financial operations for 90+ tenants, oversees company forecasting, and ensures everything adds up, both internally and externally. A Stockton native with a strong work ethic and an even stronger attention to detail, Becky is a steady force behind the numbers. And when she steps away from her desk? She heads straight to OrangeTheory, where she’s just as committed to reps and rounds as she is to reports and reconciliations.

Property Manager
A true team player, Kat stepped into her role as Property Manager with the same dedication that defined her athletic career. Before joining Sims-Grupe Management, Kat enjoyed a successful professional basketball career overseas, playing in top leagues across Germany, Australia, Puerto Rico, and the UK following a standout collegiate career at Oregon State University. Her time as a global athlete sharpened her resilience, communication skills, and ability to perform under pressure, strengths she now brings to managing day-to-day operations and building relationships with tenants and guests.

Marketing Director
Katie has spent the last 10 years bringing Lincoln Center’s brand and community to life. As Marketing Director, she oversees advertising sales, events, and all external communications, helping tell the story of Lincoln Center in fresh and meaningful ways. Known for her eye for design and love of collaboration, Katie works closely with tenants and her team to create memorable experiences throughout the year. Her passion for connection and creativity continues to shape the vibrant spirit of the Center.

Marketing Associate
As Marketing Associate, Alyssa works alongside Katie to bring Lincoln Center’s marketing vision to life. She creates and curates content across platforms that highlights tenants, events, and the everyday moments that make Lincoln Center special. From our events to everyday behind-the-scenes snapshots, Alyssa ensures the Center stays connected and current online. When she’s not editing a reel or planning the next post, you’ll likely find her soaking up sunshine around the property or snapping a photo of her favorite Caesar salad for “research.”

Head of Security
Cecil has served as Head of Security for more than 25 years, leading a team that works around the clock to keep Lincoln Center one of the safest places in Stockton. A veteran of four tours in Afghanistan and Iraq following 9/11, Cecil brings unmatched leadership, experience, and dedication to the role. More than that, he’s a familiar face around the Center, someone tenants, employees, and guests all know and trust. If you see him making his rounds, don’t hesitate to say hello!

Head of Maintenance
Tony joined the Lincoln Center Maintenance team in 2021 and now serves as one of our Heads of Maintenance, supporting properties across the Sims-Grupe portfolio. While he still lends a hand at Lincoln Center when needed, Tony primarily oversees maintenance operations at our other properties, ensuring each one is cared for with the same attention to detail and pride. From preventative upkeep to tackling the unexpected, Tony brings reliability, responsiveness, and a strong work ethic to everything he does.

Head of Maintenance
Matt has been a dedicated member of the Lincoln Center Maintenance team for years and now leads day-to-day maintenance operations at the Center. With deep knowledge of the property and a hands-on approach, he oversees everything from landscaping and seasonal enhancements to repairs big and small. Matt takes great pride in keeping Lincoln Center looking its best and running smoothly, helping create the welcoming, polished experience our community knows and loves.
University Relations Consultant
Before joining Lincoln Center nearly a decade ago, Mike worked as a Hollywood producer, and while the setting has changed, his ability to manage logistics and bring people together has not. Mike partners closely with UOP athletic teams and their visiting opponents, coordinating and arranging the teams’ dining experiences at restaurants throughout the Center. Whether it’s organizing meals for an entire roster or ensuring timing runs smoothly, Mike helps deliver a five-star experience every time. His creative background and attention to detail make him a standout member of the team.

Office Administrator / Accounting
Rachel became part of the team in 2023 and now works closely with the CFO to support the company’s accounting functions. From processing accounts payable and receivable to assisting with financial organization and reporting, she helps ensure everything stays accurate and on track. Detail-oriented and dependable, Rachel plays an important role in keeping everything balanced behind the scenes. Around the office, she’s known for her bubbly personality and friendly spirit, bringing positive energy to the team each day.
Office Administrator
Yasmin serves as the welcoming face of Lincoln Center, greeting tenants and visitors with warmth and professionalism at the front desk. She helps keep daily office operations running smoothly, assisting with communications and ensuring everyone who walks through the door feels supported. A graduate of San Jose State University, Yasmin brings strong organizational skills and a positive, can-do attitude to the team. Friendly, approachable, and always ready to help, she plays an important role in creating a welcoming environment at the Center.
