Phil Johnson

President CEO

For more than 30 years, Phil Johnson has been a key leader at Sims-Grupe Management. In 2005, Phil was named President and CEO of the company and has continued to focus on its growth through creative instinct and tradition.

Kelly Blanchard

Vice President of Operations

Kelly joined Sims-Grupe Management in 2012. She coordinates all operations for the properties, including tenant relations, leasing, maintenance, construction management, and all tenant improvements. She is the asset manager for multiple properties with over 150 tenants in the Central Valley and Idaho.

Kelly grew up in Lodi and currently lives in Stockton with her husband, David. She has three adult children, Joey, Chris, and Lauren, and one grandchild.

Becky Loiacono

Chief Financial Officer

Becky joined Sims-Grupe Management in 2019 as the CFO. She has over 20 years of experience in finance and accounting. Her responsibilities include managing the financials for over 90+ tenants, including managing payments for internal and external needs, in addition to forecasting the financials for the company. Becky was born and raised in Stockton, with a brief stint in the Bay Area. When she’s not crunching numbers, you can find her crunching dumbbells at OrangeTheory Fitness five days a week!

Tony Ferriera

Head of Maintenance

Tony joined the Lincoln Center Maintenance team in 2021 and recently transitioned to Head of Maintenance in 2023. Tony and his team keep Lincoln Center and Parkwoods Center beautiful and clean. From the seasonal flowers, to responding to leaks of all kinds, while maintaining the everyday tasks to keep the Center as pristine as it can be – Tony and the maintenance team are our go-to guys.

Cecil Rockett

Head of Security

Cecil has been Head of Security for over 25 years. He and the entire Security team work 24 hours a day to keep the Center the safest place in Stockton. Cecil completed four tours in Afghanistan and Iraq after 9/11/2001, making him beyond capable of overseeing the Center on a day-to-day basis. If you see him around the Center, be sure to say hi!

Katie Drebert

Marketing Director

Katie serves as Lincoln Center’s resident people person, handling all external relations, Lincoln Center events, and all advertising sales for the Big L. With an eye for design, she’s constantly enhancing the beauty around the Center too.

Alyssa Edwards

Marketing Associate

Alyssa is Katie’s right-hand gal in all things marketing at Lincoln Center, helping bring events, social media magic, and creative projects to life. Whether she’s planning the next big bash or brainstorming Instagram worthy ideas, Alyssa keeps things fresh, kind of like her favorite Caesar salad (from any and every restaurant in the Center). When she’s not working behind the scenes, you can probably find her soaking up sunshine at the Center or snapping pics of her lunch for content inspiration.

Rachel Soria

Office Administrator / Accounting

Rachel joined the team in 2023 to provide administrative support in Leasing and Property Management. Tasked daily to coordinate the office protocols and procedures to ensure efficient operations. In addition to this, she also assists the CFO with accounts payables and account receivables. She holds down the fort at the front of the office, so be sure to stop in and say hi!
